A scout must earn 21 merit badges to earn his Eagle rank. Of
those 21, 12 are required (the other 9 are electives and can be any other Merit
Badges offered by the BSA). Of the 12, 2
badges have options: a Scout must earn Emergency Preparedness or Lifesaving; a
scout must earn Swimming, Hiking, or Cycling. If a Scout wishes to take a merit
badge, they must first find another Scout (the counselor must have at least 2
boys taking the class) then discuss it with the Scoutmaster who will contact the
Troop merit badge counselor. For merit badges that do not have a Troop counselor
the Scout should try to earn the Merit Badge at summer camp.

OUT OF CLASS ASSIGNMENTS:
1.) Select a charitable organization and find out more about it (7b).
2.) AFTER RECEIVING YOUR PARENTS’ AND MY APPROVAL, contact the group and see
what you can do to help. Show me the information you gathered on this group
(7b). Perform at least eight service hours of volunteer work for the group
prior to earning this merit badge (7c).
3.) AFTER RECEIVING YOUR PARENTS’ AND MY APPROVAL, watch a movie that shows
how an individual or group made their community a better place. Be prepared to
discuss what you learned (5).
4.) Select an issue from the Town Board meeting (or another local issue)
where a difference of opinion was expressed and be prepared to explain to me why
you agree with one side more than the other one (3b).
5.) Select a local issue that is important to our community (4a). AFTER
RECEIVING YOUR PARENTS’ AND MY APPROVAL, interview a governmental person
responsible for this and be prepared to discuss with me your findings (4b) and
what you learned from the interview (4c).

Scouts can do this Merit Badge pretty much on their own. When
they have completed the worksheet they simpley need to bring it to me and I will
review it with them to ensure they did it properly and understood the purpose of
earning the badge.
